Westborough Library Panel Defers $109,000 Security Camera Vote, Approves Lead Paint Work

WESTBOROUGH — April 21, 2026 — Westborough's Library Building Committee deferred a vote on a $109,000 security camera and card reader plan while unanimously approving two change orders and nearly $863,500 in monthly invoices at its April 21 remote meeting. The committee voted 12-0 to authorize up to $30,000 in time-and-materials costs for lead paint preparation on the 1908 section of the library, after project architect Michael Klemanski of LPA acknowledged the project specifications had failed to clearly assign that responsibility between the general contractor and the painting subcontractor. Change Order 6 ($7,307 for electrical grounding and underground conduit repair) and Change Order 7 ($131,112 for chilled water piping, down from a $200,000 ceiling) were also approved unanimously. The $109,000 BCM Controls proposal — covering roughly 20 cameras and four exterior card readers — was held after members raised questions about unknown annual subscription costs and whether interior camera counts could be reduced; Klemanski agreed to return at the May 19 meeting with costs broken out by interior and exterior scope and a figure for recurring fees. The project stands at roughly 60 percent complete by billing, with approved change orders consuming about 28 percent of contingency and potential pending changes that could bring total contingency use to 70 percent.
