Westborough Library Committee Approves $109,000 Security Camera System, Flags Roofing Default

WESTBOROUGH — May 19, 2026 — Westborough Library Building Committee approves $109,000 security camera system and clears $179,000 in change orders as project nears 80 percent of contingency. Meeting remotely on May 19, Vice Chair Robert Petrocelli presided in the absence of Chair Maureen Amiot. The committee voted unanimously to approve a proposal from BCM Controls for a building-wide security camera system, funded by a transfer from the project's computers and technology line item, after both the vendor and the Westborough Fire Department confirmed no ongoing operating costs to the library. Project manager Michael Bonfatti of Vertex Construction Management warned that with all pending items counted, the project would consume approximately 79 percent of its construction contingency — prompting member Lynn Sukup to ask pointedly, "Should we be concerned?" Steve Theron of LPA Group replied that schedule, not cost, is now the greater risk, citing the formal rejection of general contractor Seaver Construction's most recent schedule, which had slipped the substantial completion date to September 23 against a contractual deadline of September 1. Most critically, Theron disclosed that roofing subcontractor Young Developers had been placed on formal one-week notice to provide manpower, bonding, and materials or face termination — with Seaver already soliciting replacement bids — after the company repeatedly failed to appear on site as scheduled and incorrectly removed a section of existing roofing.
