Planning Board advances digital billboard and downtown zoning articles

Westborough Planning Board schedules further work on digital billboards and downtown zoning. The board continued hearings on both articles to February 17 following presentations by Planning Director Jenny Gingras and Outfront Media representatives James McGrail and Amanda Gulinello. The off-premises signs proposal would permit two 680-square-foot digital billboards on Interstates 90 and 495, with annual mitigation payments of $65,000 proposed based on similar Massachusetts agreements and required display of Amber Alerts.

A second article proposes consolidating downtown overlays into a single business district allowing mixed-use residential and artisanal production, rezoning roughly 25 properties from residential. Public comment centered on concerns about commercial activity near residential neighborhoods.
