Planning Board takes initial look at Route 9 rezoning, downtown zoning revamp.

Planning Board · Meeting of February 17, 2026

Westborough Planning Board schedules trio of zoning-article hearings for March 3 continuation. At its February 17 meeting, the board heard from applicants and residents on three warrant articles for the March 21 town meeting: a rezoning of 1 Research Drive for a 252-unit mixed-use complex, a Downtown Business District bylaw simplification, and proposed off-premises billboard provisions for Route 495. Chair Hazel Nourse and Vice Chair John Gelcich, along with members Caroline Regan and Christina Kelleher, approved a minor modification to permit final EOHLC approval for an affordable-housing project at 1 Gleason Street prior to certificate-of-occupancy issuance.

Two major site-plan reviews for Provision Ministry and Westboro Tennis & Swim were also continued to March 3 after board requests for traffic studies and site visits. The board unanimously authorized Chair Nourse to send a letter to the Select Board expressing concerns about an Active Transportation proposal for high-school crosswalks.
