Planning Board continues hearings on zoning overhaul, billboard proposal, and local projects.

Westborough Planning Board deferred hearings on two zoning amendments and a digital billboard proposal. Chair Hazel Nourse continued the Off-Premises Signs article, which would establish a special permit process for digital billboards on Routes 495 and I-90 with a maximum size of 680 square feet and annual mitigation fees estimated at $65,000, to February 17, 2026. The board also continued the Downtown Business District rezoning, which would consolidate overlay zoning and reclassify approximately 25 properties from residential to downtown business use, after residents Lauren Smith and Janet Anderson voiced concerns about commercial encroachment.
Three development applications were continued: the 50 Flanders Road subdivision to March 3, 2026; the 165 Flanders Road site plan to April 7, 2026; and the 44-46 Libbey Lane minor modification to February 17, 2026. The board also directed staff to contact Cold Harbor, whose site at 66 Otis Street is in violation of a Planning Board-approved easement condition for the Otis Street Improvement Project.
