Planning Board approves billboard bylaw for March Town Meeting

WESTBOROUGH — Planning Board backs billboard zoning for March Town Meeting. The board voted 5-0 to add a proposed zoning article allowing a 14 by 48 foot digital billboard at 155 Flanders Road facing Interstate 495, with Outfront Media presenting community benefits including public-service messaging and revenue through a host agreement. The board also voted 5-0 to place a downtown zoning revision on the March warrant and 4-1 to advance a sign bylaw article, with Chair Hazel Nourse casting the lone dissent, preferring to defer the sign bylaw to a fall Town Meeting.
Director of Planning Jenny Gingras will conduct a public hearing on February 3, 2026, on the billboard and downtown zoning proposals.
